I am not sure exactly what "cut a access point in the lower A pillar to weld the backside of the bars? I was thinking of going through the outside of the pillar and then straight through the inside" entails, but I would say the less metal you have to remove, the better. Holes in the vertic...

So long as it doesnt come across (along with other stuff) as excessive lightening, it should be OK. There is nothing in the rules that requires the glove box per se. At that point it would come down to whether any other stuff - beyond what is specifically permitted - has also been removed.
