For those interested, NER SCCA is hosting a RallySprint at Team O in May.

How hard is it to get a car logbooked assuming the cage is built properly?

Our very own Don Taylor is RA's Logbook inspector. Assuming the car meets RA's rules for cages, seats, and belts, all it takes is a trip to Don's and a $20 processing fee

Would we need any sort of scca license for this event?

The supps say you need a SCCA membership. There is a weekend membership available for $10. Valid drivers license required. But no competition license.
