This change was mentioned at the 2007 and 2008 rules meetings.

From the posts I have read, those mentions were ignored.

Such is the way of the world if you are competent - your comments get ignored.

No I did not mention it. That is one reason it was not mentioned at the 2009 rules meeting. Those others who knew about it were not there.

And to John Reed - next time don't abdicate your position as chief rules-writer. That is how it got changed - you did not write the rule.

Welcome to the forums.

I'll have to plead ignorant on this point. I didn't notice that it was missing nor was I aware that some folks brought it up. Such is life. The three clubs got this administrative error corrected and all is good.
