Removing the Formula II class

I'd like to propose we drop the Formula II class.

We haven't had a real Formula II car enter in 10+ years. In the last 20 years we have had four entries and one of those was Brad Martin's GTI. (No idea why he wanted to run in Formula II.) Also most if not all of the formula car entries we have had in the past are no longer legal under our rules.

The class description is:
FORMULA II – Formula or sports racing cars under 2050cc with naturally
aspirated production-based non-DOHC engines. Any prepared car can bump
into this class at the entrant's request
There is also this additional text outside of the class description
Formula and sports racing cars are defined as non-production cars with the
engine entirely ahead of the rear wheels and behind the driver’s seat.
Any car that can can fit in Formula II can also fit into Prepared 3 so we won't be excluding anyone.
