Forum layout

Just having some thoughts how to reorganize the forums... open to all suggestions as this is our community forum.
We have two technical sections...
One is the "rules discussion" section:
viewforum.php?f=21
And the other is the day to day "technical" section:
viewforum.php?f=17
My original goal for the "rules discussion" section was to just have that available prior to the annual rules meeting so we can have a place to discuss rule CHANGES in advance of the meeting.
The "technical" section was just to ask questions about the current rules.
Should we retain both these sections? Is it working like I originally thought or is it causing confusion?
Suggestions for other changes to the forum?
