U & SP rule errors - section 5.A.7

Section 5.A.7 has a couple of errors. It refers to 5.F for the displacement factors which are actually 5.D. It also refers to "Apply this number to
the chart above." but I believe the chart being referred to is actually below in 5.B and 5.C. Let's get these in the rule change list for this winter's meeting.
